1. Yes, Visia does have the ability to communicate with machines, especially ones that are of the flying variety. Penelope's is manipulating metal and easily turning it into some kind of weapon (which is a gift she hates to have).

2. I'm going to pretend I didn't forget about the Polytechnique Institute being an all-boys school in my quest to finish my character sheets asap and say yes, Pepper masqueraded as a boy while at the school (so her hair was not as long as it is in the photos I attached then). She has not revealed herself to be a woman yet, though I wouldn't be surprised if a [i]few[/i] people suspect she may be hiding something.
