Buneary's training before the battle was a nice touch, but since her base level hadn't been established yet, we can't say that she "gained a level". She did however put up a neck and neck fight against Hawka who had just reached level 14, which ended with no clear victor. Considering that Hawka had already been through a lot this day, I'd say that Buneary had a small advantage in stamina. 

All that being said, Buneary will start off at [b]level 13[/b], and she could [i]theoretically[/i] gain three more levels today. (I minus one level gain on the day that a Pokemon is caught.) And yes, Hawka and Burmy are capped out for the day.
