If you wish to make a side-character, then you can. Police Officers would have weapons available, but like I said you can add small details, like so, additionally to the requirements of the Character Sheets. If their job has weapons as a requirement, then make sure I get a good look at it before the start. You'd also have to consider whether or not the character has availability and reason to be near the frontline or trapped behind it etc.
