Carson will allow him in to the compound but he would be treated like any Toxos who wanted to join
* not trusted
* no access to weapons
* confined to the compound unless otherwise stated
* supervised at all times
* additional restrictions may be added later
* as trust is earned restrictions will be lifted gradually
