I think that's because that user was interested in a character all the way back in interest checks and has been going back and forth about the quirk with the GM so that's why they were prioritized over people who only just discovered the rp and made their sheets. I can't know for sure, but that's what I'm guessing.

I know that the decision is for now set. I was simply bringing up a fix. Not that one needs to exist since this seems pretty stable already.
