She's got him beat it seems when it comes to defense and she's capable of matching him for now on mobility with her rocket boosters so right now keeping her in the fight might be more important that him fighting in that moment.  Situation depending.

But additionally if we're back on the offense side of it

[b]Pain Train [/b] Teruko's quirk can be entirely devoted to defense or offense.  Positioning or tying himself off at her back, Hiroki provides the flight and maneuvering so that Teruko can be there quick and strong where she's needed most.  That might be through the villains in front of them, or underneath the falling building where the civilians need rescuing.
