Being presented the choice between trying to get a permit, working with Donovan at his clinic, and housecleaning, the most obvious choice would be the pursue the permit. It would prevent future complications with the authorities and allow them to move freely within the city, as well as to utilize its services. So that's likely why almost everybody flocked to this Pacifica woman. Alistair didn't like it. He didn't want to be a part of the huge group.
