[@Aristo]Astoria has British naming conventions while Vicelles has French and Romanian names. Though there was a civil war, and a world war that kind of muddied the water in terms of naming conventions. So most things could probably work. Particularly poor folks in Vicelles have surnames such as "Black" or some other such name, House Grey is the exception to that rule- but they originally were peasant farmers. 

I should also mention, for elven characters not born/raised in elven societies are called (derogatorily) 'city-elves'. These city elves often have surnames such as "Blackfoot", "Swiftwind", just rally more fantastical sounding names.
