I'm flimsy on the time period, but the premise and structure of this is sound enough that I would be willing to indulge it. Count me aboard.

As far as numbers and track keeping goes, I do firmly believe in a baseline set of numbers to indicate manpower and capabilities. Even if it is not mandatory, I'd still keep them. It's when everything goes down to dice rolling that my interest wanes.
