Considering his family are diplomats that are knowledgeable about other countries, I'd say he knows pretty well about it (see the Varjo entry on the Characters Tab). Also, some of the towns and villages in the Varjan territories aren't governed properly and usually rise up in revolt. Sonarra being one of them.
