With headquarters in the city of Radix, not far from Rosa Blanca, the Magic Council is headed by a tribunal of 9 councilors, who impose a variety of laws working to limit the influence of Dark Magic and preventing collateral damage by Mages in Albero. This latter point has brought the Magic Council into direct conflict with Dragon Heart, the kings and queens of collateral damage. The Magic Council has ordered 19 investigations into Dragon Heart since its inception, and they've repeatedly given warnings to the uncaring Dragon Heart guild to stop the mass damage or face possible disbandment. Though their bureaucratic nature and anti-Dragon Heart sentiments often inspire grumbles among Mages across the country, the Magic Council frequently attempts their best to stop the spread of Dark Magic, but at best they're slow and often ineffective at repelling it. Still, they're heavily well-known and respected for the most part, their authority easily reigning supreme across Albero. Bora is a short, bald man with a toad-like appearance, and is constantly seen wearing green robes, further enhancing this frog motif. Bora was a former Mage for Dragon Heart, but his form of Magic-Tongue Magic- was ineffective in completing jobs. Frustrated, Bora quit and moved to the Magic Council, where he worked his way up to Chairman. Bora constantly uses his position of power to make Dragon Heart's existence as painful as possible, often to little or no success. [img]https://myanimelist.cdn-dena.com/images/characters/5/145419.jpg[/img] [b]Second-in-Command Arthur Rora[/b] Arthur Rora, a Councilor and second-in-command of the Magic Council, is a much more proficient mage than the Chairman, recognized as a member of The Great Echelon, and is placed in charge of the Magic Council’s military divisions. Arthur, while irritated by the shenanigans of Dragon Heart, recognizes them as a force of good in the world and protects them from Bora’s constant wrath. Arthur is a masterful user of Volcanic Magic, with Master Teki believing him to be more powerful than such forces as the Zanthrax family in terms of sheer power. Midna was a former member of Dragon Heart as well, but was quite the opposite of Bora- a talented Darkness Magic user, Midna lost the S-Class trial to a certain Guild Master named Kukan Teki, and later quit the mage Guild to join the Magic Council, where she continues to spite Teki at every opportunity. Originally a Guild for illegal potion-making and alchemy, the guild did little to inflict harm on others, and as such managed to operate under the shadows for years. That was, until, a certain Mage joined. That Mage went by the name of Helga Zanthrax, sister of the Dragon Heart guild master Zanthrax. Unlike her brother, Helga was focused on one thing- using dark magic to become more powerful and gain longevity. The latter she had achieved prior, creating a tincture that extended her life past that of her brother, and his son, and his son after that. But what Helga needed now was a Guild to extend her power, and she saw the small but capable World Serpent guild as a solid target. She arrived at the guild doors and killed the Guild Master with ease. Soon afterwards, she recruited a handful of top-tier dark mages, the Five Serpent Heads, and went out on a killing spree, assassinating numerous high officials and even Magic Councilors about 4 years prior to this story’s beginning. These actions drew attention, so Helga’s guild vanished off the maps as quickly as it appeared. The Magic Council, assuming the Guild had died, took them off their ledger. But World Serpent did not die. It only sits prone, waiting for the moment to strike. She would spend hours upon end cooking up a recipe for immortality, to remedy her true fear- death. At the same time that Zanthrax was slaying a dragon, Helga was traveling to countries near and far, gathering bones of distant creatures, samples of plants, drops of liquid. After years of scavenging, Helga had managed to make a tincture that gave her what she wanted- a “cure for death” that stopped her body's aging if regularly taken. She then moved forwards with her plans, forming a powerful guild for her purposes, which still remain unknown. [h3]Magic/Abilities[/h3] [b]Contagion[/b] [i]A magic of indescribable power, Contagion has been called many names such as “Plague Magic,” “Disease Magic,” and much more, but its true power is far beyond all of those. Contagion allows the spreading of a thick, miasmic green fog. Inhaling the fog causes immense pain, and slowly destroys the brain, effectively zombifying those caught in its path for too long. [/i] [hider=Contagion Spells] [b]Contagion: Direct Line[/b] Helga fires Contagion straight forwards, covering the area directly ahead of her in fog. [b]Contagion: Death Room[/b] Helga releases Contagion around her body, filling up the area with Contagion very quickly. [b]Contagion: Spiraling Dilemma[/b] Helga fires Contagion in spiraling arches around her person, enough to ward away anybody near her. [b]Contagion: Devil’s Bomb[/b] Helga prepares for approximately 5-10 minutes before firing a massive burst of green energy, which explodes at a target location, spreading Contagion across a vast area, the size of a small village. [b]Contagion: Absolute Extinction[/b] Helga uses three human sacrifices, two rare relics from ancient shrines in Albero, and a single petal from the Life Flower to create a powerful seal. Once prepared, this spell releases the Contagion fog across an enormous area of land, the size of a country. [/hider] [b]Glyph Magic[/b] [i]Helga’s secondary form of Magic and a mostly non-combative one at that, Glyph Magic is a unique Letter magic that allows the placement of powerful glyphs upon any surface she places, which have a myriad of different effects.[/i] [hider=Glyph Magic Spells] [b]Watcher Glyph[/b] A glyph the shape of an eye, the Watcher Glyph is a rune placed on any surface that allows Helga to see in the general vicinity of hat rune. Each member of World Serpent has a Watcher Glyph on their guild mark. While burned on like a brand, it can be removed by those adept in Letter Magic or those with great magical prowess. [b]Messenger Glyph[/b] A glyph the shape of a sandal, the Messenger Glyph is a glyph that speeds up anything that its placed upon, including people. The Messenger Glyph can also carry pre-recorded messages, similar to a Thought Projection. [b]Falcon Glyph[/b] A glyph the shape of a, you guessed it, falcon, the Falcon Glyph grants whomever its placed upon great speed, strength, and endurance. [b]Explosive Glyph[/b] A glyph the shape of an ankh, the Explosive Glyph is a glyph that causes a massive explosion at the user (not whatever its placed on)’s will. [b]Communication Glyph[/b] A small circular glyph that, on contact, allows telepathic communication with those also bearing the same glyph. [/hider] more, maybe? The Dark Mage was soon killed by Helga herself, in fear that he would grow to exploit her, and their son, named Hiso, was raised by the Helga to be her warrior. Given the same age treatment that Helga had perfected, Hiso was forever frozen at the age of 26, the same year he received his Poison Dragon lacrima from his mother. An unrivalved, deadly force on the battlefield, Helga believes Hiso to be the strongest member of World Serpent- herself included- and is the Guild's ace-in-the-hole. [b]Magic: Poison Dragon Slayer Magic[/b] A heavily capable Poison Dragon Slayer, Hiso harnesses the pure element of poison, using it to empower his strikes both in melee and ranged settings. Hiso can also consume any poisonous substance to rejuvenate himself. [/i] [b]Serpent Head #2- "The Angel of Death" Giselle Deacon[/b] [hider=her][img]https://myanimelist.cdn-dena.com/images/characters/15/117488.jpg[/img][/hider] A young woman who, many years ago, took up a position as a nurse, but exploited her job to kill her patients for money. Eventually found by Helga in one of her trips across Albero, and seeing potential in the young nurse, was taken under her wing to learn Magic. Giselle is currently 64, and typically is a more sideline-oriented individual, but is still a dangerous individual in close-combat, and not the type of person you'd want to see taking care of your loved ones for sure. [b]Magic: Heartbeat Magic[/b] A dangerous magic in practice, Heartbeat Magic allows the user to manipulate their target's physical hearts for nefarious purposes. They can use this magic to detect opponents from their heartbeats ("Heartbeat Sound"), cause intense pain in the heart area ("Heartburn"), and even briefly cause cardiac arrest ("Heart Stop"). Her magic also has supportive uses that grant adrenaline-like boosts, though in general, Giselle prefers non-combat and planning over fighting. [b]Serpent Head #3- "???" Shade[/b] A mysterious mercenary of unknown origins, Shade is a man of keen intellect and a voracious appettite for battle and destruction. Serving as the guild's tactician and strategist, he has proven a strong asset in keeping World Serpent's activities and presence in the world as of late a well-kept secret. [b]Magic: Wrath of the Asura[/b] ??? [b]Serpent Head #4- "The Gatekeeper" Janus[/b] [hider=him][img]https://vignette.wikia.nocookie.net/amsnorth/images/2/26/Orimac.jpg/revision/latest?cb=20140824175328[/img][/hider] A powerful mage of unknown origin, Janus is perhaps the most reasonable of Helga's court, a moderate individual whose desire for revenge against the people of Albero who expelled him years ago is only tempered by his concern for human life. Janus has exceptional amount of Magic Power, but his combat ability is limited by his rather passive magic and nature. [b]Magic: Door Magic[/b] An unorthodox but still highly effective magic, Door Magic involves the creation of “doors” on any surface, which can be used for various effects. Door Magic’s most notable use is portal spells, which allows the user to open portals that either lead to other portals or into blank spaces. [b]Magic: Transmutation[/b] Janus also controls this form of magic, allowing him to control the properties of shape and size. [b]Serpent Head #5- "The Maiden" Eliza Bathery[/b] [hider=her][img]https://encrypted-tbn0.gstatic.com/images?q=tbn:ANd9GcTEezLoa8IF4Kdncivg3OFbptxkrCz8uwM8pZ6SC4rzCB9lqnlazw[/img][/hider] A young mage with great talent in combat, Eliza is a former Dark Mage from a foreign continent brought by Helga to Albero, where she serves as her jailer, executioner, and head of diplomatic relationships (generally with torture and coercion.) [b]Magic: Memory[/b] Eliza's Magic ability is called Memory, one that allows for the manipulation of memories. Eliza can use this ability to create, erase, and change memories of those around her. Most of the abilities of Memory must be applied by contact, are not permanent and only last for about 20 minutes, but this is enough for Eliza. Eliza can use Memory for incredibly diverse set of purposes. She can create a memory of getting burned (Memory: Pain), move memories from one person to another (Memory: Transfer), temporarily erase the memory of a user's ability to use magic, leaving them almost helpless (Memory: Siphon), and even take away the user's memory of movement, leaving them in a paralyzed state (Memory: Paralyze). Her most memorable ability (no pun intended), though, is to bring a user's past memory to life and force them to live it out once more (Memory: Lost Paradise). [/hider] [hr][hr] [/center]
