[@Argonaut] Yes we are still accepting.

At the moment there is no cap of how many players I will accept even though prior I had to kind of match the 8 gyms of a region but at the moment such cap doesn't exist.

I will update the Join Status should I actually close the RP if I feel that we are full. 

I doubt we will be starting soon, at best I'd say we may begin at the end of this week, 11/30/18. Of course, this is under the assumption that we have enough players to actually start.
