I mean, mine isn't expanded big enough to even fit a person in, but theoretically you should be able to put a series of charms on a bag to make it big enough to house a bunch of illicit creatures in. You'd have to have cages and food and maintenance though; I can't imagine that he's doing this on his own."[/color]
