Well, considering the word monster also has the term "really or abnormally big", I say a fully giant version of her would be considered a monster? I mean, she's a supervillainess, (sort of like Giganta from Justice League Unlimited). By that I mean, she's meta-human. So I would say either a super minion or a monster? It depends on if your definition of monster, to be frank.
