Welcome to Blackwood High, the world's premier school for training all sorts of evildoers! (Well, actually, we're the world's only school for training evildoers, but don't let that scare you off!) Located just outside scenic River City, Utah, we have facilities devoted to black magic, mad science, thievery, organized crime, world domination attempts, and so much more! In addition, all our graduates are granted membership in the Evil Villains International League! So come on down to Blackwood High, where we teach you how to be the best at being the worst! Headmistress Jenny Blackheart So, obviously, we will be playing as teenaged villains-in-training, though I will allow people to play as teachers as well. There will be in class scenes as well as plenty of opportunities for mayhem outside it. But beware of the police, as well as the heroes who try to stop you. Students at Blackwood are required to take a pre-entrance exam which sorts them into one of three categories: Monster, Minion, or Mook. However, you can go up or down in category based on your performance.
Monsters are the school's top students, those with dangerous powers or lethal skills. They are a threat to any hero and command the respect of fellow students. When out causing havoc, these are the students the teachers put in charge. Minions aren't quite the danger level of Monsters, but forces to be reckoned with nonetheless. They are the lab assistants, boss henchmen, and trusted support to more talented villains. And who knows, many a Minion has risen to Monster... So they classified you as a Mook. Faceless cannon fodder only fit to be mowed down. That's alright, with hard work, you can still climb the ladder. And even if you can't, you can still enjoy exciting career opportunities like Mad Science Test Subject, Black Magic Sacrifice, and Meat Shield! Oh, and don't worry: if- sorry, when you die a gruesome and painful death, our Sorcery Department will resurrect you, free of charge. Granted, it's probably so you can die again, but them's the breaks.
Each student is required to declare one or two majors. Possible majors include, but are not limited to (feel free to make up your own) Conqueror: What are you going to do tomorrow night? The same thing you do every night- Try to take over the world! Or at least the Tri-State Area. Black Mage: For those who take hell-raising a little more literally. Cultist: Once you're in, you'll never get out. Not that you'll want to. Mafioso: For those who prefer their criminal activities a little more organized. Thief: Just because it's locked up in a vault, doesn't mean you can't get it. Mad Scientist: Unleash your army of killer robots... or that shrink ray you made with parts from Home Depot. Information Broker: Knowledge is power, and you've got the knowledge. Assassin: Be polite, be professional, and kill anyone you're paid to. Psycho: Some people just want to watch the world burn. We hand you gasoline and a match. Rules: I am GM, what I say goes. No godmodding, powerplaying, or any of that shit. Keep IC disputes from spilling into the OOC Have Fun!

River City has a population of about 5 million, similar to Chicago. It is located on the Alapeta River, hence the name, which also divides the city into uptown and downtown. The city's number one employer is Carter Chemical, a Dow Jones Average member and one of Uncle Sam's go-to contractors for testing new super serums, physics defying tech and all the other fun stuff that comes along with superheroes and villains

The League, as it is commonly known, is the worldwide supervillain association, devoted to promoting supercriminal behavior of all types. The current head is a mad scientist known as Monarch, with a legion of mutant soldiers at his beck and call. Members receive funding, supplies, underlings, and jailbreak assistance if necessary. Blackwood is the feeder school for prospective League members under 18, and all graduates receive membership, with the best students receiving slightly higher rank and benefits.

The League's good counterpart, the Alliance is an anti-crime organization that recruits superheroes the world over. Every major city in the world has a League chapter. Notable members in the River City chapter include Titan, Sunshine, Tech, and Misstical.
