All great questions
1. There is not yet a global hero alliance, that is something that was going to start in the first 'event' of the rp.
2. Keep power levels below alot of the DC heavy weights, we don't want any super mans, and even Marvel Thor's can be a bit pushing it for the start.  People with technology similar to early Iron Man movies, Batmans, characters with powers like Green Lanterns and the Fantastic Four/X-men.  I support both high and low power level characters.
3. The forum will focus mainly on the core hero alliance we establish early, but I fully support people to make characters that also work on their own and interact with their own Rogue's gallery, 
4. While I would appreciate most characters to be experienced at the start there is nothing wrong with making someone just starting out.
