Mustraphus had formed a powerful galactic military empire in a distant galaxy, forged upon the usage of technology far beyond anything that Earth had ever seen before. This alien domain had developed massive amounts of military technology, used to consolidate power across their kingdom, and in the year VVKL090 (in human terms, year 2031), the leader of the Mustraphians sent High General Viadite to escort a transport ship by convoy to a military base on a distant moon at the edge of their territorial control. The cargo? A large shipment of intelligent microbes that enhance the abilities of the Mustraphians that it attaches to. Viadite, a power-hungry general who desired his own empire that could rival that of the Emperor’s, quickly took the ship off-course, launching it at maximum speed into the galaxy identified as “Gamma Alcyoneus,” or as we know it, the Milky Way. The fatal flaw in Viadite’s plan was that the transport ship could not handle above-light speed travel for extended periods of time, and several parts of it quickly disintegrated as it neared Earth, including portions of the hull that wrapped around the cargo bay, causing the sample to be released. The explosion caused several thousands (the number is currently unknown) of tubes to fall down onto the East Coast of the United States of America, before the ship crash-landed into the Sahara Desert, to never be seen by human eyes, and with Viadite's plan never coming to fruition. His actions did have major consequences, though, and would shape the human world for decades to follow. The microbe, titled “Imperium” by the human scientists, is a conundrum to all scientists to have ever seen it before. Each “Imperium” microbe is entirely unique and quickly bonds to the first primate that it encounters. Each “Imperium” is also capable of “communicating” with its bonded lifeform by sending vague messages through the nerves. If an Imperium is happy, it may send a flood of endorphins; if it’s angry, it may send a blast of pain. But most notably, Imperiums grant every host that it attaches to two distinct abilities- Powers and Pitfalls. Powers are your everyday superpowers- fire manipulation, flight, et cetera. Every microbe, being different and unique, grant their host their own power, which they can use generally use with at least a moderate degree of control. Pitfalls, on the other hand, are major weaknesses that Imperiums also bring. Pitfalls just as unique as powers, but are severe limiting factors that most humans are fine with. The threat of Imperiums and their hosts is a new one, and one the slow-moving democratic body of the N.A.L.O.C. (North American Legion Of Countries) dealt with in the most passive way possible- establishing the Department of Imperial Management (with their acronym being as dim as their officers), a slow-moving bureaucratic department that has insofar failed to address the problems of rising numbers of Host supervillains. Indeed, the job of dealing with caped villains are often caped vigilantes, rising against the law to use their powers for good. Most of the hero activity is centered in the megacity of New America City, or NAC for short, as that’s where the cargo was originally sprinkled when Veidite’s ship crashed. With new threats around every corner, from crazed villains to disgruntled alien generals, a group of courageous heroes may be crucial to save the Earth. Hopefully their Pitfalls don’t get in the way. DIM has earned a negative rap among both Hosts and normal humans- DIM's many plans to curtail superhuman activities, such as establishing a database of all Hosts, as well as hiring Host vigilantes to protect individuals, both backfired and were scrapped, with the department heads simply conceding that vigilantes don't want to be bound by the law. DIM has since taken steps to aid vigilantes, forming corps to repair damage from superhuman fights, conducting studies on the nature of Imperiums, and more. Dominating the other gangs in the city of New America, the White Rose sits as kingpin of organized crime, with the other groups forced to respect the authority of the White Rose and pay regularly in order to avoid being dismantled. The White Rose typically relies more on their puppet gangs to carry out their dirty work, but when push comes to shove, the White Rose has a well-equipped group of mobsters more than capable of fighting those that oppose them, including some Hosts of their own. Heathrow’s power allowed him to rapidly consolidate power, with the Vultures giving the White Rose a run for their money in certain portions of town. Formerly pioneering innovations to reduce reliance on fossil fuels, Science Solutions had a turn in core ideology upon the rise of Imperiums. Viewing Imperiums and their hosts as radical threats to the survival of the general human race, Science Solutions have worked on building solutions to Imperiums, developing a wide array of weaponry and a small militia to capture Hosts of various allegiances for testing and extermination.

DIM has devised a system of documenting Imperiums by trait. Each Imperium is unique, and as such, every Imperium has one code, and that one code has no duplicates. 1st Letter: The first letter of the code is either X, Y, or Z. X implies the Imperium has an external power (i.e. telekinesis, laser beams, pyrokinesis, etc.). Y implies the Imperium has an internal power (i.e. regeneration, transformations, etc.), and Z is kept for any Imperiums that either have a hybrid of said abilities or are too complex to be considered definitely either X or Y. 2nd Letter: The second letter of the code is S-F and quantifies the net power of an Imperium with pitfalls calculated in. S-level Imperiums pose a significant threat to all living beings around them, while F-level Imperiums are so degraded by their Pitfalls that they are less capable than an average human. These levels are not Gospel and, being products of a very ineffective department, are highly inaccurate, but serve a general purpose of vague knowledge as to the capabilities of the host. 5-digit code: Type 5 random numbers on your keyboard. Done.

A city located on the Gatilan Island, a medium-sized island positioned off the coast of Maryland (or Virginia- Gatilan Island is practically equidistant from both), North America City is an independent province designated as the capital of the North American League of Countries, or NALOC. A city of large size and growing population, North America City (commonly abbreviated as “NAC” or “the NAC”) has since become the hub for anything superhuman, holding the largest Host population in the world. This has led to vast increases in crime (both organized and not), but the rise of superheroes has allowed the NAC to be a role model for the world’s everyday-people, showing them that for every bad, there is good, just waiting out there, ready to take charge. The city is separated into three portions- downtown, the hub of financial and cultural affairs in the city, midtown, the largest portion of the city where the government sits, and uptown, a heavily residential area.
