I just checked out the IC, I'd like to make a character, but I have a few questions regarding making a sheet. Are we making characters exclusively from clans in Kohona or are we allowed to make characters from clans from other villages? Or can we create our own clans/kekkei genkai?

Edit: Also, what's the starting power level you're looking for with the genin? I'm assuming they should know every E rank technique and maybe a few D rank?
