Starting power would be accurate, and to answer the village question, with war on the brink I think it would be difficult to make a character from another village without having to face off at some point with the rest of the players in the RP. (Which I guess would be fine?)

As for your own clan/Kekkei Genkai... In my opinion... thats a really easy way to make yourself a step up from the rest. 

But Im not GM! Just some input from a peer :)
