If the quartermaster has to report to the record keeper for provisions and things, she would also need to acquire the means to purchase them from him as well. I would assume that both would be present during resupply runs or the  acquisition of goods from markets or ports.

I would simplify the title to Treasurer because they obviously keep a ton records.
