So, I've decided to keep everything the same. You must defeat NPCs to increase your power level officially. What has changed is the core idea behind [b]Power Levels[/b] in general. 

I would like everyone to think of Power Levels not as a character's maximum power, but rather as a character's maximum [i]confirmed[/i] power. In other words, Nil probably did increase her total potential by absorbing spider powers, but until those powers are used in battle and confirmed, they cannot be added to her Power Level. 

Does that make sense?
