The term 'criminal' is used loosely here. The characters who are a part of this have been banished or exile from their homelands for some reason. Whether it has been a crime they committed, a false accusation, etc. As for King Hagrir's Ranger's, they generally wear chain mail and leather with various pelts laced on to keep warm.
