Back to the note of the civil war how about this:

The government is against it, but the president is not. Congress passes laws that makes manhunts as the president tries to restore everything back to equality. It makes him a target, and he has to do some shady things, but that means the supers have to protect this specific character, and at the same time keep him motivated on trying to fix everything.
