If you are Secondary you can go anywhere but Elite unless you are on record as working for someone with an Elite ticket. If you are Lower Deck, you can only enter Lower or Main deck. Her eyes glanced towards the circus that was going on at the railing of the deck as people were looking down to see what all was happening, though they were starting to clear by this time.
