She is very fond of mocking others and needling them for the sake of getting their reaction, the type of person who will cheerfully cause mischief for the sake of causing mischief. She greatly enjoys harassing others, and will even flirt specifically to make other people feel awkward about having someone who looks like her flirt with them. If they respond at all positively, her teasing gets even worse. In spite of this playful and taunting demeanor, Foreigner is a highly intelligent person well-equipped to the running of a large organization or the administration of a city. Indeed, she appears to put her all into this purpose, championing the advancement of the city and taking pride in it as if it were her own personal project. She is highly cooperative with the other administrators, especially given this allows her to pursue pet projects around the city, such as the construction of a space elevator or additional processing power being added to the city's artificial intelligence.
