Standing as a moderate conservative, he was able to rest on his families financial resources to fund local projects based out of the capital seeking home rule for Balruba, as well as ensuring his selection for other roles in the government. The beginning of the second world war, despite being eligible to enlist/be conscripted, meant Rupert was invited to join the wartime colonial government as an under secretary and his work was focused on managing foreign affairs. Throughout Rupert was an advocate of the thought that such participation in the war would warrant home rule on the cessation of war. So, when this was not forthcoming, Rupert became a late addition to the founding brothers. Utterly convinced that democratic freedom was no longer forthcoming. The new government would need men who knew how to run it, he argued, and a revolutionary government would need men who with popular connections.
