[/quote] In regards to the chip, it only weakens their powers, hence the need for an armed squadron of guards and very heavy, round the clock, military surveillance, as a Devo, though significantly weakened, would still be somewhat of a threat. As for how much it weakens a power, it's a lot. A person would only be able to use the bare minimum of power their ability allows with the chip embedded in their neck. Though, in most cases, that's enough to cause a lot of damage and devastation. As for your character, it should be fine, as long as the design is still somewhat similar to a humans. Although I would suggest making him/her extremely stealthy, but still detectable by someone with high enough senses, simply for fairness sake. Also, if your character has wings and a tail, maybe they could be more of a detriment at the start due to the way they look or because they barely function, which then evolve into very useful and beautiful appendages over time. It would not only give your character a reason, besides how Devo's are treated, to fight back, but also a very believable inner conflict over its own appearance and how its perceived by the rest of humanity. If that makes sense. It's just a suggestion though.
