I have had a character sitting for a while whose ability was the power to either gain, lock, or leech other peoples abilities. Not limited to powers, but also skills and strength. None of it is permanent. He gains the power for a short time. If he leeches a skills he has if for longer. For example, if he copies a skill, he has it for 5 hours. If he locks a skill on someone else, it's locked for five hours. If he leeches the skill (essentially both copying a skill, and locking it at the same time), it lasts for 10 hours. Numbers are for example, prone to change. It's also worth mentioning that he can only do this with direct skin contact. Would that be acceptable? A follow up question, this character was originally designed as a technological business giant. Converting that to your RP lore, I would say he essentially locked his own ability to bypass gene checks since it would simply be inactive (I'm sure nonpowered people hold a dormant version of said gene), continued running his company, and makes a profit providing the Peacekeepers with equipment, developing technology, and funding quarantine cities as his personal fish in a barrel acting as a sort of pseudo-villain. He goals would be an ally to the peacekeepers, keeping them of his back by not revealing himself, and stopping the resistance since it would also interfere with his profit margin., all the while go fishing for abilities he can use to further these goals.
