[*] Power looks more like a super power than a MHA Quirk. Quirks are more simple or straightforward, and their applications come from how people use them. 'Controlling Cards' is not a Quirk. Controlling the material from which they would be made is already a bit more like it. 
[*] That sheet has simply no love put into it, and it shows. It's sub-par to all of the rest, and the lack of Sample post (and WIP statement) tells me you either didn't read the whole things or didn't care for them. Unless it was posted too quickly or by mistake, which I hope it was.
