And when it comes to the use of power's inside the Compounds, they are prohibited, so any Devo caught using their power's in any way, will face severe punishment. Of course, as stated above, the Peacekeepers don't pay much attention to all the small thing's happening in their Compounds, so using an ability that doesn't blow up or vaporize something, doesn't generally draw their attention as it's not seen as a big enough threat.
