1) Anyone can use magic as everyone has some affinity, yet it requires years of teaching to be considered something like a sorcerer or a mage with an arsenal of spells, therefore someone with magic would be a hard find (though this also depends on the source and race). Those that use magic have mana, which is more or less another version of fatigue, as casting too many spells without a worthwhile rest will leave the user drained and weak. One could potentially use mana crystals or potions to replenish without having to rest, though this may cause an addiction.

The world has several types of magic, from holy and arcane to rune and nature, yet most races tend to stick to one or the other. High elves are more than likely to use arcane magic, human paladins and clerics prefer holy, dwarves use rune magic in smithing, etc.
