That could work quite well, and is fairly reasonable tbh. I'm trying to remember my two ideas, but its hard with how disrespectful the other students at my college are being right now. They are being extremely disruptive while I'm juggling the forum and my studies. Like, every five seconds one of them screams. Anyways, that minorness aside, I had a pair of ideas. First one was a former ruler from a long ago civilization who was put into suspended animation when their slave population at the time rose up, and was woken up an untold amount of time later, by archeologists searching for something else, has a minor freakout, then ends up being either taken in by the US government, or was found by the organization you're working with. Has language barrier issues, but is pretty smart. Could be said race were once dragons, but lost their dragon forms at some point, and just retain some traits in their human form. Which works well with the limited powers aspect. So if you like that idea, enjoy a "young" humanoid woman cursing in an ancient tongue while trying to learn modern languages, with say, using a machine to talk for her in the mean time. And like classic dragons, hordes stuff. Just not gold. Probably technology due to a fascination with modern society. Other option was a dragon who on arrival in the plane of existence was forced to take on human form, and proceeded to hide among humanity. But got caught hording ancient treasures. Chill professor type guy, think dragon Indiana Jones. Before you ask, old OC of mine I sometimes pull out for threads that allow supernatural elements.
