I believe [@Inkarnate] is the currently authority on Superman, as her Supergirl is essentially taking Clark's role in this universe. [@AndyC] was doing an Old Man Clark, hence why his idea was allowed. So unless you had similar plans, and weren't planning on making Big Blue one of the world's mainstream heroes, you may be out of luck.

In regards to Black Manta, maybe someone like [url=https://marvel.fandom.com/wiki/Walter_Newell_(Earth-616)]Stingray[/url] is what you're looking for? Given the nature of the shared universe, he could be tied closely to Manta if you wished?
