Every fourth class level, as noted on the chart, you can choose an ability point improvement or you can forgo it for a feat. Unlike previous editions, you do not get a feat at level 1, unless you are a human. Another very important note is its every FOURTH CLASS LEVEL. If you go to fighter level three, and then rogue level one... You do not get a Ability score improvement and consequently no feat. Even though you are level 4. These are locked to your class advancement table. So youd need fighter 4 and Rogue 1 to get that improvement at character level 5.
