There has been quite a few reports of them awakening to their powers, only to lose control of it right afterwards and cause some massive damage to their surroundings. Once they have settled down, some of them would either try to find a way to live a normal life again...or just cause terror with their new powers. That's when a organization started to not only hunt, but also research for ways to harness their power...Or rather, it seemed like they already knew what they were doing...as if they were on the job for quite a while. The name of said organization was the Sumeragi Group. A place rumored to exist for many years, we aren't sure for how long. After the civil war, we decided that we would start researching the recent appearance of Psychic Users in our city, even asking Sumeragi Group to share their research with us. They agreeded on the condition that we would also share our findings with them. That's pretty much their only involvement in this, just sharing of information....And thus, DUST Organization was born. Then, 2 years ago, one of our head reseachers, his name being Graner Wakter, developed something that would be known as Compact Glaives, a derivate project from Sumeragi's own Glaives, but instead of controlling a Psychiccer's power, it would grant combat knowledge to its user once activated. But, our then, current leader, a woman by the name of Tamari Leta, thought that project was too risky due to one flaw: The user was at risk of having their brain damaged upon the first activation, usually losing some body functions or just outright dying. The best results where only on people who were already strong, as they didn't get any sort of aparent damage. One day, Graner went to her office. Nobody knows what happened there really, but once he came back from his visit, he announced that he was appointed the new leader and that Miss Tamari had left the group, aproving the Compact Glaive to begin mass production, and thus, DUST's approach to the issue with Psychic Users became what you see today. Granted, even before Graner became leader, we were still planning to control psychic users...However, Miss Tamari wanted to do this in a way were they could coexist with everyone, not turning them into weapons of war.
