I mean technically you can deny my NP arbitrarily no matter what since you're the GM. But if you're giving me the option to keep it the way it is, I will one hundred percent do so. Arsene actually stealing a Noble Phantasm should be a very rare occurrence that only happens during a last minute heist where it turns the tide of battle.
