Shiranui was pissed off at not being able to stop Chuck's abduction as well as one of the poachers impersonating an Officer Jenny.  He called Saisei out and it didn't take the Mewtwo long to figure out why everyone was angry.  "As soon as we're all aboard, Saisei here will use Teleport to get us to the Aether Foundation lickety-split," stated Shiranui.  Saisei was looking in the general direction of the Aether Foundation with a look on his face that would frighten a Primeape.
