No, it reveals who the person is in a more metaphorical sense. The only way it could be used to expose a secret identity is that it can only be used once on a given person. Meaning if Tobias were to Gaze someone in a mask, then for some reason that person were to attempt to trigger it again when they're out of costume, Tobias would be aware that it was someone he has already shared a soulgaze with, and he could try and deduce their identity from there.
