I've read up on facilities and it highly depends which kind of objects should be contained as facility reach from mostly safe-class up until specializing in partially uncontainable SCPs.

In general what I would be shooting for would be an armed research facility, hosting SCPs requiring containment (not only objects). 
if we want to go for Keter SCPs mostly, it would need to be an area, of the world, nuclear fail-safes and such. Area-02 from canon would be one in that direction.

For a facility dealing with mostly anything, albeit Keter there are just not containable but "harmless" I would actually suggest Site 11:
[i]Site-11 Site-11 is a large-scale Foundation facility located in the mid-western United States consisting of an entire self-sustaining community including residential housing, commercial businesses, and industrial/manufacturing facilities as well as an extensive underground containment and research complex. Site furthermore contains biological, secure and maximum security storage, anomalous computing center as well as holding and humanoid containment, from only what I've seen and read so far. it is a large hub for the location in the US, containing apparently few task forces (Witchhunters, Bibliographers and Shamanic Analysis Unit e.g.) and sending out or storing things.
For me it sounds like a good start, especially if we are running research and containment at the same time as people can just meet up outside work.

For the Mobile Tasks Forces, which we would most likely need, one could orient itself with the rather well described Task Forces of the foundation http://www.scp-wiki.net/task-forces or just crate something fitting the idea of the roleplay.

For recovering a set of MTF operatives and containment teams is usefull, as well as some researchers.  Containment teams form canon are MTF-Beta-7, MTF-Omega-7 (Pandora's Box) which is not suited to be any more than appearing, Edna-84) - so I guess there is room to freely create.
For the running of the show researches, security personnel and such are also required.

In general apart from a few things in security and object classes, as well as a little organization SCP is very flexible.
