I understand. You are looking to play a more tribal form of dragonborn in that sense; you do you! I will very seldom say someone can't in a fantasy setting and never in an RP that isn't mine. I have a friend that I helped to make a sentient slime cube character for one of my D&D campaigns. I will never forget that, it was the most jank character I had ever seen work in a game.
I was just giving the D&D stand. In D&D lore there is no "Half dragon, half human" variant, there is a race known as the dragonborn that are from another realm. During an event called the spell plague a breach between realms was made and many dragonborn were transported into the D&D common realm(For lack of a better term). They were created the way they are but there is much debate on how with the two major themes being created by Dragon Gods as servants, or springing forth for the shed blood of a Dragon God after a battle and becoming servants. Their history is really quite intriguing with different tribes, lineages, and their color having a direct affect on where they came from and what type they are.
