That is because in the First Age, the Gods derive their power from Alnaeus. This changes in the Second Age. This answer is supposed to be intentionally cryptic and ambiguous because revealing the answer would change how people act in the RP. If someone has a Domain that you covet, you will be afforded opportunities to take that Domain. If a God took a Domain you wanted. That’s good, I hope you get angry about it. There will be opportunities to act on that anger in the Second Age. Which begins the second 100% of the map is covered.
