[@Blitzy] Possibly tie him in with Lord Vargas's group. That way he is relevant in the scooping up of criminals. Vargas's sheet is found in the NPC list on the zero post in CS boards. Either Vargas or Madame Fontaine, but he seems like a Vargas guy.
