Having not read the Manga myself and only being in the beginning of s3 I was not aware a similar villain existed in this verse. I can always change this idea but I basically had the idea when I watched the Hero Killer Arc. What if instead of killing fraud heroes because of his fanatical views, he instead neutralizes their Quirks in attempt to make the world normal once more. But he doesn't just go after heroes, he goes after everyone. He can't keep the Quirks and give them to other people though like All For One can, he can just take the quirk and make it disappear for good.

Like I said I can alter this or come up with a new idea if it's too similar to something Canon, it was just the first thing I thought of that seemed interesting to me.

I'm still toying around with character and quirk ideas, I know I'm leaning towards a female character sort of like Ochaco but with a much different quirk than hers. I just am not sure what that is going to be yet.
