They've got a reputation among several planets so stories about them spreading to other planets is not out of the realm of possibility. The only reason Earth is the exception is because Earth is described as being very backwater and on the Dragon Ball equivalent of the Outer Rim so that galactic scale events or the like still haven't actually reached it yet.
