This RP is about interpreting canon characters and building off them, yes.

As for your second question about characterization options, it depends but generally I’ll accept strong legacy and independent concepts of the teenage variety. A Superboy that is Kal-El would be strange considering the founding of the Justice League, but I’d give it a fair chance when it came to determination for example.
