Well, not exactly antagonistic, but you'd be subjected to the usual new club drama. The budget for clubs is limited, after all. Feel free to try to go for it, but be wary that your club would need 5 members. Otherwise, you would need to work towards that goal to receive support from the council. 

And yes there is an occult club, yumiko and chikako shoud be in it. This club deal is mostly for background as it wont carry over to apocalypse land, but ill be updating npc info for those who lack a club later today
