No, the only one that has a dragon is Nalastain (due to a special bond). Everyone else must go though the right in order to get a dragon. If YC has been at the keep for two training years, then this is their last chance to get a dragon. Those that are new have two years to get one, though if they get one right off the bat then they are at a slight disadvantage as they would have no training and know little about the dragons.
