How about this: If anyone is dead set on using a cannon character then don't make a CS for them. I want you to write an IC post for them at the tournament at Harrenhal then post it here. This will serve as a preliminary test.

Eddard Stark, second son of Rickard Stark of Winterfell, was watching the final joust between Prince Rhaegar Targaryen and Ser Barristan Selmy of the Kingsguard. It had been ten days now, since this tournament started and already they had seen many great displays of martial might and pride. Granted even behind the scenes there had happened many acts that would be remembered for some time. Many had seen King Aerys Targaryen, and the whispers couldn't be stopped even if all in attendance had been sworn to silence. Ned had seen the King only from a distance - yet even he could see, that the man looked like a haggard beggar. As if he had lived his entire life, on the streets of Flea Bottom instead of the Red Keep. A sharp contrast to Rhaegar Targaryen, whom seemed like the handsome and graceful Prince that many attributed him to be. For this tournament, he, his sister Lyanna and elder brother Brandon had come - while their father had remained in Winterfell - 'busy' as usual with his politics that he didn't tell much of to his children. Beyond the part that Brandon was to marry Catelyn Tully, the eldest daughter of Hoster Tully. Ned himself didn't know whom he'd marry - as a second son, his choices in marriage were a bit...limited. Granted, they were a bit better than for Benjen - who was the fourth and youngest child among them. Still, he had caught his brother' excitement about joining the Night' Watch - an honorable if singular future. For himself, he wouldn't mind the young Lady Dayne - a woman of amazing beauty and grace, someone he had gotten the chance to dance with - only thanks to his elder brother helping him out, as embarrassing as it had been. Still, nothing could've topped the arrival of the 'Knight of the Laughing Tree' - a mystery knight who was skilled in both horsemanship as well as jousting as well. Sadly, the knight had rode off - before anyone could've seen who he had been. Ned was pulled out of his memories, at the sound of cheering - as it seemed after several times circling each other, Rhaegar Targaryen had unhorsed Ser Barristan Selmy and claimed total victory at the Tourney of Harrenhall. 'Guess it's time to head home soon,' thought Ned Stark, as Rhaegar Targaryen rode towards their stand - to their right were the Martells and Princess Elia Martell, while to the right were the Baratheons, and his good-brother Robert Baratheon. Although, all cheers and voices stopped - the moment Prince Rhaegar rode past Elia and deposited the crown of blue roses...into the lap of his sister, Lyanna.
