There seemed to be some soldiers here already, he can identify there were both axemen and archers, and at the far end was likely their leader. Having a wyvern made reaching those in front quick and easy, ensuring she had the first hit, and could run before they could strike, but if she lingered too long or could not make it in time, the archers behind them would have her number. Though she only sees 4 of them, two axemen and two archers, in her immediate vicinity, from high up she can see there were plenty more in the back streets and alleyways. If they don't secure this street, the bandits will have more time to spread throughout the city. For now they should quell the bandit threat, or at least prevent it from impinging on the evacuation effort. Alnard had spotted a chance to push them back with the help of Branna, but only if they can reach their archers. This may require breaking through their front line. Alnard already had fire forming in his hand, ready to pelt it at any attackers, or swing his blade into them.
