I will point out that the nature of Cleo's magecraft means that she is not great at fighting; Seidr is more about rituals and big actions taken during downtime rather than combat shamanism, so she's better at supporting a Servant than killing them. She's strong at what she's good at but not as useful in a fight as Alex or Sekimoto and much more dependent on her Servant as a result.
